公务员退出是公务员管理的重要环节,但是,目前我国公务员退出在实施中存在成本损失和人力资本浪费、利益机制的非正常化及公务员人才安全等问题。虽然近年来由于中央的支持、各地政府的积极探索和吸取国外经验以及专门管理机构的设立和社会就业观念的变化等因素为公务员退出制度的完善提供了有利条件,但是仍然存在一些不利因素,如公务员职业就业理念及官本位思想的存在、政府机关的“所有者缺位”、公务员退出的配套机制不健全等。因此,应在综合分析完善我国公务员退出制度的优劣势的基础上,强化公务员职业化观念,推广聘任制,建立有效的约束机制和配套制度,以促进公务员退出制度的完善。

The withdrawl of the civil servant is an important part of civil service management, but it exists some problems in the implementation : in the cost of loss and waste of human resources, the non - normalized phenomenon in the interest system, security personnel of the civil servants and so on. In recent years,the CPC central committee has paid more attension to the withdrawal of civil servants, the local governments have explored the withdrawal of civil servants actively, the foreign countries have supplied experience for the withdrawal of civil servants, and the establishment of the expertise department, and the social concept of the employment has changed. All of these provided favorable conditions for the improvement of the withdrawl of the civil servants. But it still contains some unfavorable factors, such as the existance of the civil servants occupations and the officer - based concepts," the owner of absence" in the government agencies, the lack of the matching mechanism and so on. Therefore, it needs to analyze the advantages and the disadvantages comprehensively, then strengthening the concept of professional civil servants, promoting appointment, establishing an effective restraint mechanism of the civil service post - employment, improving the matching system so as to improve the withdrawl system of the civil servants
