加快经济发展方式的转变，着力实现“三个转变”，促进产业结构优化升级，是资源枯竭型城市实现转型和建立可持续发展长效机制的重要契机。本文以安徽省铜陵市为研究模型，探讨基于加快转变经济发展方式的产业机构优化升级理论和方案。
