推进城乡居民医疗保障制度衔接是落实科学发展观、实现城乡统筹的重要举措，也是实现“人人享有基本医疗保障”目标的现实需要。我国城乡医疗保障制度衔接面临着理论研究之政治偏好、公共产品供给的非均衡、制度设计的缺陷性及管理的各方割据性等诸多障碍。克服其障碍，应在研究的导向性、公共产品供给均等化、制度的科学设计及城乡居民医疗保障管理的法制化等方面寻找突破，着力推进城乡医疗保障的有效衔接。

To promote the combination of urban and rural residents＇ health care system is the important measure to implement the scientific concept of development and to realize urban-rural coordinating development. At the same time, it is also the practical needs of realizing the goal that everyone enjoys basic health care. In our country, urban-rural health care system faces a lot of barriers, such as political preference of theoretical study, unbalance of public goods supply, defectiveness of system design and lack of cooperation on management. In order to overcome these barriers, we should find breakthrough in many aspects, such as study＇s orientation, equalization of public goods supply, scientific system design and the legalization of urban-rural residents＇ health care management, and make efforts to promote effective combination of urban and rural health care.
