建立水利灾害应急能力评价体系是了解水利灾害应急能力的基础，也是改善水利灾害应急管理和提高应急管理能力的前提。依据以往研究成果和水利灾害特点，构建了水利灾害应急能力评价指标体系，并给各指标赋予了相应的权重值，为今后水利灾害管理和规划提供科学依据。
建立水利災害應急能力評價體繫是瞭解水利災害應急能力的基礎，也是改善水利災害應急管理和提高應急管理能力的前提。依據以往研究成果和水利災害特點，構建瞭水利災害應急能力評價指標體繫，併給各指標賦予瞭相應的權重值，為今後水利災害管理和規劃提供科學依據。
건립수리재해응급능력평개체계시료해수리재해응급능력적기출，야시개선수리재해응급관리화제고응급관리능력적전제。의거이왕연구성과화수리재해특점，구건료수리재해응급능력평개지표체계，병급각지표부여료상응적권중치，위금후수리재해관리화규화제공과학의거。
Establishing the evaluation index system of emergency response capability to water conservancy disaster is the basis to understand emergency response capabilities to water conservancy disaster, it is also the premise to improve the water disaster emergency management and enhance emergency management capabilities. Based on previous research results and characteristics ofwater disasters, this article builds an evaluation index system of emergency response capability to water conservancy disaster, gives corresponding weight value to various indicators, and provides a scientific basis for water conservancy disaster management and programming in the future.
