珠三角在90年代所创造的经济奇迹由低成本生产要素启动，然而其持续发展和升级的动力更多的来自于区域内的企业的创新能力。对珠三角电子企业的问卷调查表明，珠三角的企业凭借灵活应对市场生产的能力和渐进式的产品创新在全球产业链中的位置有所提升，然而其创新具有内部化的特征，并且，较小的企业规模在限制企业创新资金可获得性的同时，较高的员工流动率又抑制了企业提高人力资本投入的激励。本文认为，灵活性是珠三角企业独有的竞争优势，并对创新有促进作用，因此，如何将灵活性更好的结合在企业的创新活动中，将成为珠江三角洲产业成功升级的关键。

The economic miracle of Pearl River Delta in 1990s is not only triggered by low costs, the interaction between cost and flexibility is also an important dynamism. A questionnaire survey of electronics companies in PRD indicates that the production and organization of electronics firms is characterized with agility. Among these, informal relations, especially long - term business relation is one of major way to achieve flexibility, which is reflected in starting operation, getting market information, maintaining flexible production, searching business partners, solving conflicts, employment, getting innovation knowledge and innovation activities, so as to increase the flexibility of firm operation and the speed of reacting to market. Finally, this article suggests that agility should be one of the most important strategies to promote its competitive advantage in the context of industrial upgrading.
