面对国际金融危机造成的严峻经济金融形势，在科学发展观深刻内涵指引下，文章从创新发行和交易制度，坚持以人为本、加强投资者保护制度建设，按照全面协调可持续的基本要求、加快推进多层次资本市场体系建设，统筹兼顾金融创新和市场安全、完善监管体制等四个方面，提出了加强我国资本市场制度建设，构建金融安全的设想和对策。
麵對國際金融危機造成的嚴峻經濟金融形勢，在科學髮展觀深刻內涵指引下，文章從創新髮行和交易製度，堅持以人為本、加彊投資者保護製度建設，按照全麵協調可持續的基本要求、加快推進多層次資本市場體繫建設，統籌兼顧金融創新和市場安全、完善鑑管體製等四箇方麵，提齣瞭加彊我國資本市場製度建設，構建金融安全的設想和對策。
면대국제금융위궤조성적엄준경제금융형세，재과학발전관심각내함지인하，문장종창신발행화교역제도，견지이인위본、가강투자자보호제도건설，안조전면협조가지속적기본요구、가쾌추진다층차자본시장체계건설，통주겸고금융창신화시장안전、완선감관체제등사개방면，제출료가강아국자본시장제도건설，구건금융안전적설상화대책。
Facing the severe economic and financial situation caused by the international financial crisis, under the guidance of profound meaning of the scientific outlook on development, this paper puts forward the ideas and countermeasures to strengthen China＇s capital market system and to build financial security from four aspects： innovating issuance and trading system, strengthening the construction of investor protection system adhering to the people-oriented, accelerating the construction of the multi-level capital market system according to the basic, comprehensive, coordinated and sustainable requirements, integrating financial innovation and market security, improving the regulatory regime.
