基于经济发展需求、县域统筹规划、基层发展意愿三种情景分别对2020年重庆市酉阳县建设用地规模进行预测,并采用规划配额法测算了存量建设用地集约利用的潜力。结果显示:①建设用地中农村居民点所占比重达到74.39%,其次是公路尤其是乡镇低等级公路.建设用地总体表现出“农村占地一头独大”的特点:②建设用地增长的驱动力与约束力并存,基于县域统筹规划预测的2020年新增建设用地需求为5244.85hm^2,在三种预测方法中规模最小.但绝对数量仍然很大.土地紧缺的矛盾已经显现:③现状建设用地集约利用水平很低,2004—2020年间集约挖潜的潜力达到3113.58hm^2.主要源于农村居民点整理。笔者认为,合理做好土地利用规划,尤其进行低效用地调查、规划、整理,促进已利用土地的集约化利用.控制建设用地总量的增加似应成为未来酉阳县及整个三峡库区上游建设用地工作的基本任务和目标。

This paper analyzes the status of construction land and its developing trend in Youyang County, Chongqing City, located in the upstream region of the Three Gorges Reservoir Area (TGRA), and some of the driving factors and restrictive factors influencing the development of construction land, predicting the quantity of construction land in 2020 based on the eco- nomic development demand, the integrated planning of the county domain and the basic units' development willingness. Then, the potential of build-up area land is calculated by a plan-quota method. The results show that rural residential land and roads(especially those with low grade) occupy the most of the entire construction land in Youyang County. The future development of urbanization and road and irrigation makes it faster to convert more agricultural land to construction land. The pressure of land resource in Youyang County is growing stronger, hut the level of land use intensity is extremely low and the intensive potential is 3113.58 hm2 in 2020, which could satisfy the demand of about half of the construction land if used intensively in the future. It is believed that it could be the basic task for Youyang County as well as TGRA with its upstream region to carry on investigations, planning and reorganization of the extensive land for intensive use in the future.
