我们应超越行之有年的教师素质观,代之以教师质量观。教师是学校的主体,教师质量是学校质量、教育质量的要素之一,也是学校质量、教育质量的决定性因素。教师质量内容包括教师生命质量、知识质量、教艺质量、关系质量、工作质量。为了提升教师质量,尚须打造质量理念、建立师本培训制度、提倡教育家办学、提升教师社会地位。

We should transcend the idea about teachers' qualification and replace it with the idea about teacher s' quality. Teachers are subjectivity of a school, so a teacher's quality is one of essences of education quality and school quality, as well as a decisive factor. Teacher s' quality includes teachers' life quality, knowledge quality, teaching skill quality, relation quality, and work quality. To promote teachers' quality, we must construct the idea about teachers' quality; establish training system based on teachers, advocate educators' running a school, and raise teachers' social position.
