采用因子分析方法,以2007年甘肃省14个市州政府的绩效评价数据为基础,对政府绩效评价量表改进途径问题进行研究。研究结果表明,因子分析法在保证量表信度与效度受损较小的前提下,能够有效弥补德尔菲法在量表内单项问题准确筛选方面的不足,能够为量表改进,特别是量表内单项问题数量的缩减提供科学、可靠的依据。

Based on the data from 14 cities of Gansu province in 2007, this paper improves the scale of government performance evaluation by factor analysis method. Result shows that factor analysis method could compensate for the flaw of Delphi method about scale question selection. Meanwhile, it can guarantee the reliability and validity of the scale on an acceptable level. So the factor analysis can provide a scientific and reliable way to the scale improvement, especially about the scale question selection which wants to reduce the number of questions in one Scale.
