教学督导工作是高校内部教学质量监控体系的重要组成部分。随着高校的不断发展，原有单一的校级教学督导工作已不能满足和适应教学管理的实际需要，“两级教学督导”势在必行。新形势下，要准确把握教学督导工作的职能与定位，并切实处理好“两级教学督导”的内在关系。
