公告送这是我国司法机关向当事人送迭诉讼文书的方法之一。公告送达旨在保护当事人一方的诉权并促使下落不明的当事人参与诉讼程序，保证其程序的参与权。然而，我国公告送达制度本身的缺陷，法官职权的滥用，当事人恶意的诉讼，使得公告送达在实践中难以发挥其真正作用，有时甚至反而损害了当事人的合法权益。因此，为了更好地适应诉讼制度。发挥公告送达制度应有的功能，就必须对我国现有公告送达制度的送达方式、生效时间、费用、内容及适用条件等方面进行完善。
公告送這是我國司法機關嚮噹事人送迭訴訟文書的方法之一。公告送達旨在保護噹事人一方的訴權併促使下落不明的噹事人參與訴訟程序，保證其程序的參與權。然而，我國公告送達製度本身的缺陷，法官職權的濫用，噹事人噁意的訴訟，使得公告送達在實踐中難以髮揮其真正作用，有時甚至反而損害瞭噹事人的閤法權益。因此，為瞭更好地適應訴訟製度。髮揮公告送達製度應有的功能，就必鬚對我國現有公告送達製度的送達方式、生效時間、費用、內容及適用條件等方麵進行完善。

Service of Civil Announcement is one of the methods that court sends the writ to the parties. Its value lies in protecting the right of procedure of the parties, and on the other hand, urging the party who absent from the procedure to take part in it. The function of service of civil announcement, however, sometimes is hard to perform in the practice because of the defect of the service system itself, the abuse of power by judge and the malicious litigation. The paper following main discuss the problems of the service of civil announcement in our country and try to make some suggestion to deal with them.
