农村生态文明建设目前还存在如资源约束下的超小农生产模式局限、基础设施投入不足、法治薄弱、生态环境监管存在空白、科技支撑体系不健全、农村居民环保意识淡薄等诸多制约因素。其原因除了农业污染的负外部性不断扩大等之外,还与地方政府狭隘的发展观与政绩观相关联。因此,应采取加大政府投入力度、明确责任、建立奖惩机制等措施,以切实促进农村生态文明建设。
農村生態文明建設目前還存在如資源約束下的超小農生產模式跼限、基礎設施投入不足、法治薄弱、生態環境鑑管存在空白、科技支撐體繫不健全、農村居民環保意識淡薄等諸多製約因素。其原因除瞭農業汙染的負外部性不斷擴大等之外,還與地方政府狹隘的髮展觀與政績觀相關聯。因此,應採取加大政府投入力度、明確責任、建立獎懲機製等措施,以切實促進農村生態文明建設。

Currently the construction of rural ecological civilization are faced with lots of restrictive factors such as the restriction of ultra-small-scale agricultural production due to limited resources,insufficient investment in infrastructure,weak legal awareness,inadequate supervision on eco-environment,incomplete supporting scientific and technological systems,the rural inhabitants＇ weak consciousness of environmental protection.Apart from the constant expansion of the negative externality of agricultural pollution,it also has to do with the local governments＇ narrow conception of development and political achievement.Therefore,efforts should be made to strengthen governmental investment,specify responsibilities,and establish rewards and punishment mechanism so as to promote the construction of agricultural ecological environment.
