建国后周恩来认真总结历史经验，提出了以反腐倡廉为重点的廉政思想。以为人民服务为核心的公仆观是周恩来廉政建设思想的逻辑起点。周恩来廉政建设思想包括：教育是根本；制度是保证；监督是关键；民主是依靠；干部是重点；勤俭建国是表现等。周恩来廉政建设思想为中国当前的反腐倡廉建设提供了重要借鉴。

After the People＇s Republic of China was founded, Zhou Enlai summed up the main points of historical experience and advanced a theory which regarded incorruption as its main point. The concept of public servant which treated incorrupt construction as its main point is the logical start of anti-corruption campaign theory. Zhou Enlai＇s anti-con＇uption campaign theory includes the following content： Education is the basis; institution is the guaranty; supervision is the key component; democracy is the support; cadre is the key point; building the country with diligence and thrift is the representation. Zhou Enlai＇s anti-con-uption campaign theory sets a good example of the incorrupt construction of modern society.
