旅游活动是旅游者为获得精神愉悦、享受生活、追求经历等特定的利益诉求而引发的穿越他人生活空间的过程；发展旅游业则是为获得经济收益、促进地区进步等特定的利益诉求而开展的经济活动。利益的驱使而引发了旅游者、社区居民、政府、企业、社会公众和非政府组织等具有能动作用的旅游相关者相互之间错综复杂的互动关系，这种关系的本质实际是利益与道德（或责任）的博弈问题。从旅游业可持续发展的角度出发，应建立基于利益均衡原则的旅游立德机制，以保障各个旅游相关者的利益诉求都得到公平的对待。
여유활동시여유자위획득정신유열、향수생활、추구경력등특정적이익소구이인발적천월타인생활공간적과정；발전여유업칙시위획득경제수익、촉진지구진보등특정적이익소구이개전적경제활동。이익적구사이인발료여유자、사구거민、정부、기업、사회공음화비정부조직등구유능동작용적여유상관자상호지간착종복잡적호동관계，저충관계적본질실제시이익여도덕（혹책임）적박혁문제。종여유업가지속발전적각도출발，응건립기우이익균형원칙적여유립덕궤제，이보장각개여유상관자적이익소구도득도공평적대대。
Tourism activity is a process in which tourists may get spiritual pleasure, enjoyment of life and pursuing experience by getting in other＇ s living space. To develop tourism is a kind of economic activity for satisfying interest demands like obtaining economic benefits and promoting regional progress. The drive for benefits lead to the complicated relations between tourist, residents, government, enterprises, the general public as well as Non-Government organizations. The authors believe that this relation, in fact, is contradiction between benefits and morals （responsibility）. It is suggested that a Tourism Morals System based on the principle of interest equilibrium should be established from the aspect of sustainable development in order to treat all the stakeholders＇ benefits equally.
