作为遂行“多样化军事任务”的重要手段，“非战争军事行动”已成为国家运用和展示军事力量、达成经济政治目标的重要方式。非战争军事行动涉及诸多复杂敏感的法律关系，通过科学立法、严格执法，彰显我军遂行相关任务的合法性、正义性，向世人展示“正义之师”形象，是赢得国内民众和国际社会支持、掌握行动主动权的重要条件。
作為遂行“多樣化軍事任務”的重要手段，“非戰爭軍事行動”已成為國傢運用和展示軍事力量、達成經濟政治目標的重要方式。非戰爭軍事行動涉及諸多複雜敏感的法律關繫，通過科學立法、嚴格執法，彰顯我軍遂行相關任務的閤法性、正義性，嚮世人展示“正義之師”形象，是贏得國內民衆和國際社會支持、掌握行動主動權的重要條件。
작위수행“다양화군사임무”적중요수단，“비전쟁군사행동”이성위국가운용화전시군사역량、체성경제정치목표적중요방식。비전쟁군사행동섭급제다복잡민감적법률관계，통과과학입법、엄격집법，창현아군수행상관임무적합법성、정의성，향세인전시“정의지사”형상，시영득국내민음화국제사회지지、장악행동주동권적중요조건。
＂ Non -war military operation＂ , an important way to carry out ＂ diversified military tasks＂ , has become a significant means for a country to deploy and display military, power, and to achieve economic and political objectives. Non - war military operation involves a number of complex and sensitive legal relationships. It can, by scientific legislation and strict law enforcement, not only show the legitimacy and justice of our military forces in carrying out related tasks, but also demonstrate to the world the image of an ＂ army for a just cause＂ , so it is an important condition to win support from the people at home and the international community and to have the operational initiative in our hands.
