当前，国际经济形势和经济发展驱动因素发生了新的变化，科技和创新成为经济发展的主要推动力。在此背景下，为各级政府和科技部门提供科学决策依据的软科学研究处于非常关键的位置。为全面促进“十二五”经济社会发展，软科学研究需要抓重大问题，要注意研究基础性理论和政策问题，要特别突出实践性，要提高软科学研究位势，扩大影响。
噹前，國際經濟形勢和經濟髮展驅動因素髮生瞭新的變化，科技和創新成為經濟髮展的主要推動力。在此揹景下，為各級政府和科技部門提供科學決策依據的軟科學研究處于非常關鍵的位置。為全麵促進“十二五”經濟社會髮展，軟科學研究需要抓重大問題，要註意研究基礎性理論和政策問題，要特彆突齣實踐性，要提高軟科學研究位勢，擴大影響。

The current international economic situation and the driving factors of the economic developing are undergoing new changes. Science ＆ technology and innovation become the primary impetus behind the economic development. In this context, soft science is in a very critical position, which provides scientific evidences for governments＇ and science ＆ technology sectors＇ policymaking. For improving the social and economic development during the ＂12th Five-Year＂, we should grasp important issues of soft science, especially the issues about the reform and development. This article emphasizes that we should research on basic theories and policies, and upgrade the position of soft science and increase the influence.
