The paper has measured the transfer quota of technology innovation among industries based on the combination of input-output model and C-D production function. Using reaction coefficient and influence coefficient,the paper analyzed the present condition of transfer quota of High-tech industries' technology innovation in Jiangsu,and made suggestions on how to improve the transfer ability of High-tech industries in Jiangsu.
