我国于2003年提出振兴东北等老工业基地的战略部署，对东北地区走出困境，参与东北亚区域经济一体化发展产生了积极的作用。东北地区的经济振兴需要借助国内和国际两方面的力量，振兴东北的契机和关键在于推动该地区经济一体化发展，特别是要融入东北亚区域经济合作发展中，实现东北地区和东北亚区域经济的双向互动发展。
