我国电信业已基本形成三家国有综合电信运营商竞争的市场格局，但市场结构欠合理，存在一些垄断行为及监管制度的缺陷。《反垄断法》出台后，电信运营商通过差别定价进行市场营销已成为是否违反《反垄断法》讨论的重点，也成为消费投诉的集中指向。基于SCP的研究框架，对电信市场的竞争结构、行为与绩效进行研究，以确定电信公司的垄断性质；针对不同差别定价对市场结构及消费者福利的影响，提出要区别对待电信市场营销中存在的不同形式的差别定价，施以相应的监管方式；并且要建立主导运营商的监管体系，以防止其滥用市场竞争地位；同时要将电信监管与反垄断监管相结合，共同监管电信市场的反竞争行为。

China telecom has basically formed the market structure with the competition among three state-owned integrated telecommunication operators. However, the market structure is under imbalance. There are some anti-competitive actions and flaws in the supervision system. Since the promulgation of ＂Anti-monopoly Law＂, the differentiated pricing marketing conducted by telecom operators has become not only the focus to discuss whether to violate ＂＇Anti-monopoly Law＂ but also the concentrated point of consumers＇ complaints. Based on the SCP research framework, a study is made on the competition structure, behavior and performance on the telecom market in order to determine the nature of monopoly. According to the influence of different pricing upon market structure and consumer＇ s welfare, it puts forward that we should differentiate the pricing in different forms during telecom marketing and impose the corresponding regulation, we should establish the supervision system with dominant operator in order to prevent the misuse of market competition, and we should combine the telecom supervision with anti-monopoly to regulate the anti-competitive behaviors on the telecom market.
