20世纪中国县政权力架构的演变是具体历史情境下中国政治、经济、社会、文化发展的具体演绎，又因其自身权力的“两面性”表现出了相对于整体国家制度构建的独特的演变进路。在20世纪前半个世纪县级权力结构关系重点表现在“官治”与“自治”的不同结合方式上。在20世纪后半个世纪则突出表现在党与政、国家与社会的不同结合方式上，其中国家与社会的关系构成县级层面党与政结合方式的政治生态。

The evolution of China＇ s political power structure at the county level in the 20＇h century was the evolutionits of its politics, economy, society and culture in that historical context, but at the same time embarked on a special way of evolution that was different from the systemic building of the whole country be- cause of its duality. The first half of the 20th century saw the various integrations of governance by officials and governance by self, the focus of political power structure at the county level whereas the second half saw those of party and administration and those of the central government and the local societies, especially the latter, which formulated the county political ecology of the Party working together with the administration.
