目前国内关于再生资源利用水平评价方法的研究仍较少,本文着眼于构建一种再生资源有效价值利用水平的评价方法,并用于实例分析。首先从再生资源利用总量的角度,提出了衡量再生资源利用水平的评价指标及其计算方法;然后基于再生资源加工利用过程中的价值变化,定义了以原生资源生产的零部件或产品的价值为基准价值的回收指标,将再生资源整体价值回收率作为评价再生资源利用水平的新指标,并结合价值回收流程构建了以再生资源不同用途下的利用量和价值回收率为变量的计算模型;最后选取某再生资源园区,计算其近期和中远期的废旧物资价值回收率,说明在资源化率基本不变的情况下,通过提高再利用率和再制造率可提升再生资源的价值回收率。

At present, there are few researches on assessment methodology of recycling level of renewable resources in China. Accordingly an assessment methodology for the recycling level of effective renewable resources was created for case analysis. Firstly, in terms of the total recycling amount of renewable resources, the indicators and calculation methods for evaluating were proposed. Then, considering the value changes in the processing and reutilization of renewable resources, the recycling indicator based on the value of the components and products manufactured with primary resource was defined, and the overall value recycling rate of renewable resources was regarded as an evaluating indicator. Also a calculation model, with the variables of reusing amount and value recycling rate of renewable resources on the different uses, was built. Finally the waste value recycling rates of a certain renewable resource park in shortterm and long-term were calculated, indicating that increasing the rate of re-utilization and re-manufacturing can improve the value recycling rate of renewable resources with an invariable resources rate.
