一般认为,应急设施对公众应满足＂易接近性＂,也即需求点到应急设施的加权距离应尽量小。针对应急系统的以上特性,提出了基于P-中值问题的应急系统多层级选址问题。所要探讨的应急服务设施分为两层,其中高层能提供的服务包括低层能提供的服务。此外,需求的流动可以从需求点直接到高层级的应急设施,也可以从需求点先到层级低的应急设施,再由层级低的应急设施转到层级高的应急设施。在需求多方向地流向应急系统及层级系统之间有不同容量限制的背景下建立了整数规划模型,并借助于Matlab软件进行算例分析,有效地证实了模型的可行性。

Emergency facilities should be carefully located such that they are ＂accessible＂,or the weighted distance from demand points to emergency facilities should be as short as possible.Based on P-median problem,two-level emergency facility location problem is discussed.In such a system,the services at the upper level cover that at the lower level,a service demand can access a facility at the upper level directly,and it may also access a facility at the upper level through a facility at the lower level.With such service requirement taken into account,a mixed integer programming model is developed for the problem.By using Matlab,an example is given to illustrate the application of the model.
