废弃家电及电子产品处理不当会造成严重污染,鉴于青岛是国家发改委确定的废旧家电及电子产品回收处理体系建设试点城市,实地调研主要选择青岛市,调研了家电及电子产品保有状况、淘汰状况、回收体系状况、处理体系状况,提出了青岛市及我国废弃家电和电子产品回收处理体系存在的关键问题之一:居民交投正规回收经营者、有资质处理企业的比例极低,大部分出售给回收游击队.采用系统动力学研究激励居民参与环保化回收废弃家电及电子产品的策略.绘制了我国废弃家电及电子产品回收处理体系的因果回路图、存量流量图;并以青岛市为例给出存量流量图的方程式,进行了现实性检验、极端检验,围绕政府增加环保宣传费用、正规回收经营者提高服务或回收价格进行了策略分析.

Severe pollution has been caused by improper recycling and disposing of waste electrical and electronic equipments.This empirical study is grounded on the case of Qingdao city as it is the Pilot City to build the system for effectively recycling and disposing waste electrical and electronic equipments by the National Development and Reform Committee.We investigate the current household amount of electrical and electronic equipments,its disposing rate,and the current recycling system and disposing system. We identify one of the major problems preventing effectively recycling and disposing waste electrical and electronic equipments in Qingdao and also in others cities in China:residents always prefer those recycling"guerrilla forces"rather than those standard recycling business and qualified enterprises.System dynamics is utilized to study how to encourage residents to participate in the environment-protective program of proper recycling waste electrical and electronic equipments.The causal loop diagrams and stock-flow diagrams are developed.The equations for stock-flow diagram are based on Qingdao's case.Reality checks and extreme condition tests are carried out for model testing.Policy analysis is made towards government increasing expenditure on promoting environment protection,standardizing recycling business to improve service quality,and raising the recycling price.
