城市规划在实现公共性的过程中,遭遇种种显性或隐性的障碍,使其在现实中得以实现显得异常艰难,其主要原因是城市规划公共性的不易解释性和不确定性,给城市规划公共性的实现造成了理论性障碍,而城市政府的急功近利性、对公共利益的认知错误性、规划制度转型的不成熟性以及公民参与规划的表象性等制度因素,又给城市规划公共性的实现造成了实践性障碍。
城市規劃在實現公共性的過程中,遭遇種種顯性或隱性的障礙,使其在現實中得以實現顯得異常艱難,其主要原因是城市規劃公共性的不易解釋性和不確定性,給城市規劃公共性的實現造成瞭理論性障礙,而城市政府的急功近利性、對公共利益的認知錯誤性、規劃製度轉型的不成熟性以及公民參與規劃的錶象性等製度因素,又給城市規劃公共性的實現造成瞭實踐性障礙。

During the course of realizing publicity of urban planning,urban planning encounters many obvious and recessive obstacles,making the practical publicity hard to realize. This article argues that the major reasons include that it is difficult to explain and confirm the connotation of the publicity of urban planning,which brings difficulties in theory explanation,and that the eager for quick success and instant benefit,falsely reorganization to public benefit,immature transformation of planning system,false public participation in urban planning and so on make difficulties in realizing the publicity of urban planning.
