遗产旅游地是我国最重要的旅游目的地类型之一。处于转型时期的我国遗产旅游地管理体制的改革，如何尽可能地考虑更多利益相关者的利益诉求，是新时期在我国遗产旅游地构建人与自然和谐、人与人之间和谐的和谐社会的一个重要命题。文章提出了管理目标二维划分法以及专家评分法来界定我国遗产旅游地的主要利益相关者；并通过两个具体案例分析了在不同管理目标下，利益相关者的利益诉求的变化，指出在不同管理目标下，主要利益相关者的诉求不同，管理制度的设计应不同。

Heritage resort is one of the most important tourist destinations in China. During the transitional period when the institutional reform is carried out in such areas, taking the demands of the interest groups and individuals into full consideration is the key to building a harmonious society in such areas where not only man and nature bur also all humans enjoy harmonious coexistence. The pa- per adopts the two-dimensional method and the expert-assessment method to define the major interest groups and individuals in such areas and analyzes two cases with different management goals. It con- cludes that different interest groups and individuals have different demands due to different manage- ment goals and there should be different management systems.
