This paper states the current problems of dustrial clusters in Hunan Province, analyzes the reason of cluster＇s failure, to pursue the realization routes for small and medium-sized enterprises to accomplishes mutual aid and competition, it suggestes small and medium-sized enterprises participate in regional cooperation by organizational innovation base on professional cooperative organizations theory.
