媒介融合背景下我国数字内容出现了三大监管难题：数字内容的监管模式选择问题,数字内容的监管失控问题以及数字内容的监管权属问题,造成这些问题的主要原因是网络融合使传统的分类监管难以适应传播管道的一体化形势、终端融合使传统的源头控制失效导致内容失控,内容的融合产生交叉业务导致监管权属之争;借鉴西方国家的经验,遵循媒介本身的监管规律,解决我国数字内容监管难题的的基本路径是：通过立法统一监管体系,确立数字内容的监管标准,强化媒介的中、后端监管,尝试综合型的内容监管模式。

In the context of media convergence the regulation of digital contents of China met three major challenges： how to select digital content monitoring modes between telecom and radio,how to deal with the loss of control of digital contents and how to clear the monitoring ownership issues of digital contents.The main reasons for these problems were as follows： the traditional regulation of the classification of network transmission was difficult to adapt to the unity of the trend,the terminal integration led to the failure of the traditional control over the source which caused the loss of control over digital contents,the contents generated by cross-business integration caused the dispute of regulation ownerships.To learn from the experience of Western countries and to follow the media’s own regulatory laws China should take such measures to standardize the monitoring system through legalization;to establish the regulatory standards of digital contents;to strengthen the back-end regulation of the media and to try the comprehensive mode of monitoring the contents.
