文章从实证的角度，以北京市兽医生物药品厂为例，通过分析北京市科学技术委员会重大科技项目——公共研发平台建设的实施效果，从改变企业经营方式、提高中小企业的创新吸收能力、提升中小企业公信力以及降低企业创新成本等几个方面论证公共研发平台对企业开放式创新的促进作用，并提出建设公共研发平台是促进以企业为主体自主创新的成功模式。

This paper selects Beijing Veterinary Biological Products Factory, an enterprise that undertakes one of great projects entitled as ＂open veterinary biological products research and development center construction＂ of Beijing Scientific Committee as a case, and then analyzes the promotion by the great project in the past years from four respects： changing management mode, improving absorptive capacity on innovation, advancing public credibility, accelerating transformation of research results. Finally this paper argues that R＆D center establishing in small and medium-sized enterprises by the government will bring the enterprises open innovation.
