我国煤炭资源的不合理开发利用以及煤化工过热无序的发展,已经引发了诸多环境问题,如气候变暖、酸雨、汞污染、灰霾等。本文在对煤炭利用与煤化工产业发展存在的环保问题进行深入分析后,提出了相应的对策建议。分析认为,我国煤炭利用存在方式单一、资源利用率低、与水资源和消费市场逆向分布的矛盾突出、环境污染严重等问题,现有煤化工企业落后产能比重大、能耗高、污染重。文章通过介绍新型煤化工,指出其是实现高碳资源低碳化的有效途径,不仅可替代能源和石油化工产品。而且通过多联产可以削减电力、石化、建材、冶炼等行业的污染源和民用分散污染源以及汽车的污染排放,可有效利用劣质资源和回收大量资源,实现循环经济。文章建议,应本着循环经济与可持续发展的理念。站在推动能源替代的战略高度。前瞻性地规划布局,推广高碳资源低碳化的实用技术。建设超大型、循环经济型、多联产新型煤化工综合产业群,制定资源、贸易与环境经济政策,引导煤炭及相关资源合理利用,用可持续的绿色理念优化经济发展。

Unreasonable use of coal and disordered development of coal chemical industry has triggered many environmental issues, such as climate change, acid rain, mercury pollution and haze. This article analyzed the environmental problems of China' s coal use and coal chemical industry, and put forward relative countermeasures. There were the problems such as single mode, low efficiency of resource use, obvious contradiction with the reverse distribution of water resources and consumer markets, and high environmental pollution, in the use of coal, and large proportion of backward production capacity, high energy consumption and heavy pollution in existing coal chemical industry. This article presented a new model of coal chemical industry, which is an effective way to achieve low-carbon use of high-carbon resources. It could replace energy and petrochemical products, reduce pollution sources from electric power, petrochemical, building materials, smelting industry, domestic and automotives, effectively use low-quality resources and recycle a large number of resources to achieve circular economy. Based on circular economy and the concept of sustainable development, from the strategic level of promoting alternative energy, We should plan proactively, promote practical technologies of low-carbon use of high-carbon resources, construct super-large, circular economy type, and multi-generation integrated new model coal chemical industry groups, develop economic policies of resources, trade and environment to guide the rational utilization of coal and associated resources,and optimize economic development with the philosophy of sustainable development.
