中欧天然林管理项目小额信贷基金在国家天然林保护工程区内采用3种运作模式,即NGO模式、国有森工企业模式和社区天然林管理协会模式,在项目县、乡、村选取试点单位,建立小额信贷机构,开展小额信贷试点工作。实践证明小额信贷基金对于提高项目区居民的环保意识、增加森林保护型生计项目,拓宽收入来源和增加居民收入、减少对天然林的依赖和破坏起到了积极作用,实现了天然林保护的目标。在总结3种模式小额信贷运行成果、经验和启示的基础上,对在全国天然林保护工程区推广小额信贷以及3种模式小额信贷的未来发展方向提出了建议。

Micro-credit fund of Sino-European Natural Forest Management Project adopted three operation modes in the. national natural forest protection project region, namely NGO model, model of state-owned forestry enterprises and model of community natural forest management associations, selected experimental units in the project counties, townships and villages, established micro-credit institutions to carry out micro-credit pilot work. Prac- tice has proved that micro-credit fund played a positive role in improving the environmental consciousness of residents in the project area, increasing forest protection livelihood projects, broadening income sources and in- creasing income, reducing dependence and destruction of natural forests, and achieved the goal of natural forest protection. On the basis of summarizing the results, experience and inspiration of three micro-credit models, the paper proposed recommendations for extending micro-credit in the National Natural Forest Protection Project regions and the future development of three micro-credit models.
