现行的政府建设分配经济适用房和廉租房的住房保障制度存在许多问题和内在缺陷，应当改革。方向是政府不再出地出钱出力直接建设分配经济适用房和廉租房，转而用这些资源建立安居基金，以货币形式及时、普遍、直接地补贴低收入住房困难者，提高他们的住房消费能力，并进行动态调整。政府通过各种杠杆调节住房市场供给结构，使低收入住房困难者都能在市场上立即自主选择相应的住房，或租或购，达到效用最大化。
현행적정부건설분배경제괄용방화렴조방적주방보장제도존재허다문제화내재결함，응당개혁。방향시정부불재출지출전출력직접건설분배경제괄용방화렴조방，전이용저사자원건립안거기금，이화폐형식급시、보편、직접지보첩저수입주방곤난자，제고타문적주방소비능력，병진행동태조정。정부통과각충강간조절주방시장공급결구，사저수입주방곤난자도능재시장상립즉자주선택상응적주방，혹조혹구，체도효용최대화。
Since there are a lot of problems and the inherent defects of housing security system in which government builds and assigns affordable housing and low-rent housing, it is necessary to reform housing security system. The reform includes： instead of appropriating directly money and land for building and assigning affordable housing and low-rent housing, government should establish an economy housing fund for propping up low-and-medium wage earners timely, universally and directly and adjust it from time to time in order to improve their housing consumption capacity. In addition, government should adjust the supply structure of housing market through a variety of leverages so that low-and-medium wage earners are able to choose timely and independently the appropriate housing, rent or purchase, in housing market.
