社会保障制度是社会生产力发展到一定阶段的产物,是社会进步的一个重要标志。经过60年的发展,我国社会保障制度已经成为社会经济发展的＂稳定器＂和＂减震阀＂,是我国社会主义市场经济的重要支柱。本文首先对新中国成立后我国社会保障事业发展历程进行了回顾。在此基础上,以新制度经济学理论体系为分析工具,从制度的供求、制度的路径依赖以及制度变迁的国家因素这三个视角全面探析了建国60年中国社会保障制度变迁的路径。同时,指出我国社会保障制度变迁过程中存在稳定性和持续性不足的问题,据此提出建立维系社会保障制度建设稳续性的制度体系。

The social security system is the product of development of social productivity to a certain stage.It is also an important indication of social progress.After development of 60 years,China＇s social security system has become the ＂stabilizer＂ and ＂absorber＂ of the socio-economic development,and the important pillar of the socialist market economy.In this paper,it looked back on the course of development of China＇s social security system.On this basis,it used the theoretical system of the new institutional economics as the analysis tools.It also researched the path of social security system’ transition from three aspects of supply and demand of system,path dependence of system and national factors in the system’s transition since the founding of 60years in China.At the same time,this paper also pointed out the problem of inadequate stability and persistent in the course of transition of China＇s social security system.At last it proposed to establish the institutional system to maintain the continuity of social security system.
