探讨滨海新区社区卫生综合配套改革中机构的绩效考核评价应用，为考核后政府科学核拨资金提供依据。采用典型整群抽样方法，应用秩和比法（RSR法）和TOPSIS法对滨海新区塘沽社区卫生机构进行绩效评价。运用分层绩效综合评价法对同一批测评对象进行测评，分析结果基本一致。分层绩效综合评价法实用、计算方法简单、结果可靠，可对社区卫生服务机构绩效考核结果进行排序，有利于从整体上把握一个地区社区卫生机构绩效考评的分布水平。

This paper studies the application of two methods, RSR and TOPSIS, in the performance evaluation of community health organizations in Tanggu of Binhai New Area, in order to provide an empirical basis for the assessment. The non- probability sampling method was adopted to conduct questionnaires on the performance in community health organizations, and their performances were evaluated with the two methods. The same results were obtained as weight evaluation method did in testing the performances of the same set of the subjects. The bilevel performonce evaluation methed is practical, and reliable. It can make an ordered arrangement of the results of performance evaluation for community health organizations, which helps to control the overall distribution of the performances of the community health organizations in an area.
