为强化皇权，挽救岌岌可危的西汉统治政权，汉哀帝通过倡导孝道，为自己祖母、父、母加尊号、尊谥的方式，清除了专擅朝政的王氏家族势力。汉哀帝又通过追究、暴露汉成帝为一己私欲而残害亲生子嗣隐秘的方式，挫败了守旧势力借助孝道，利用汉成帝来控制朝纲，进而阻挠改制的企图。汉哀帝虽重用外戚傅氏、丁氏，但并非不辨贤愚，对不与己同心或为非作歹者，时时予以抑制、防范、贬黜。他优遇大臣，对奉公守法、政绩卓荦者，往往破格拔擢；对逆耳谏言，也时能采纳、容忍；对桀骜不驯、结党营私、因私害公、觊觎非分的宗室、臣僚，则予以严惩，大体上能够做到信赏必罚、亲贤恶恶，具备一定的统治才能。不过，由于哀帝自身性格存在严重缺陷，加上若干施政不当，遭致臣民普遍不满，改制最终归于失败，社会形势也呈恶化之势。

On the whole, Emperor Ai had the ruling ability to a certain degree because he could due rewards and punishments would be meted out without fail, and was close to the persons of virtue, disgusted the evil persons. After all, there was some defect not only on Emperor Ai＇ s personality, but his policy, which resulted in the subjects＇ dissatisfication, the reform was frustrated at last.
