在东南沿海地区经济飞速发展的新时期，拥有较长海岸线的辽宁在经济发展上却陷入了发展瓶颈。究其根由，一个很重要的原因在于辽宁农村教育的落后。相对于城市教育，辽宁农村教育存在诸多问题，如农村学校数量总体少、教师素质整体低、教育经费总量小、农民教育观念相对落后等等。解决辽宁农村教育问题，关键在于运用城乡统筹这一科学发展观，实施工业反哺农业、城市支持农村、改善教育设施、培育高质量师资、提高农民素质，以达到城乡教育协调发展。
