Based on the main psychological theories on perception, demands, motivation and policy decision, this paper analyzes the psychological process of the tourists' policy decision on their consumption and the conditions of Zhengzhou' s tourism industry and the tourist market development at present. The writer believes it necessary to unify the tourist resources in Zhengzhou region by means of highlighting Shaolin Temple in Songshan Mountain and give emphasis on its special topic tourism resources to strengthen the influence of the Shaolin Chan Sect and its fas- cination on the entry tourism market. Also, the basic strategies involves the grasping the key-link to create the re- fined tourism products and guiding the tourists' consumption.
