国务院发布的《物流业调整和振兴规划》明确将应急物流建设列为重点工程，并要求有关部门制定专项规划，积极引导和推动重点领域和区域物流业发展。应急物流规划的制定关系到应急物流建设的长远发展，需要以科学发展观为指导，坚持全局着眼、需求牵引，模块规划、系统集成，平急兼顾、军地协同，产研结合、科学发展的基本原则，力争“十二五”期间全面提升应急物流保障能力，在全国范围内（不含边远地区）实现24小时内的应急物流响应，即24小时内将所需应急物资调运到事发地，及时高效满足应对突发事件的物资保障需求。在应急物流规划制定过程中，必须统筹兼顾，妥善处理相关关系；实事求是，积极开展调查研究；集思广益，努力寻求专家支持；反复推敲，充分征求部门意见。

The development of emergency logistics is listed as one of the important projects in The Plan for Adjusting and Invigorating the Logistics Industry which is promulgated by the State Council. In this plan, the related department is required to formulate the corresponding plans, lead and promote the development of logistics industry in some certain important areas and regions. The planning of emergency logistics is of great significance for the long-term development of emergency logistics. And we should take the scientific outlook on development as the guide, adhere to such basic principles as keeping the overall situation in mind and taking demand as the guide, combining enterprises with research institutes and developing scientifically, and so on. During the Twelfth Five-Year Plan period, we will try to improve our capacity for emergency logistic support and realize the 24-hour emergency logistic respond in all over the country （except for some remote regions）. In stipulating the emergency logistics plan, we should take all factors into consideration, seek truth from facts, pool the wisdom of the Chinese people and deliberate on the problems.
