当前在我国城市化过程中,由于地方政府违规征地,导致官民冲突,这与构建和谐社会的目标相违背。因此,需要对征地制度进行完善。文章建立地方政府、中央政府和农民三方博弈模型,通过博弈分析,指出现行征地制度的缺陷,最后得出结论：我国征地制度的完善应该从降低中央稽查和农民维权成本以及地方政府的违规获利,同时制定完善稽查程序,掌握地方政府违法征地的情况,并根据违规概率,以适当的概率进行查处和维权等方面着手。

Currently,in the course of chinese Urbanization, on account of local governments engaging in land acquisition illegaliy, it leads to the con- flict between the officals and farmers frequently. And this disaccords the target of building a harmonious society. Therefore,land requisition system should be perfected. In this article, we establish trilateral game mathematical model, by means of game analysis, pointing out the deficiency of existing land requisi- tion system. In the end, It is concluded that the perfection of land requisition institution in china is considered in the aspects that the inspecting cost of can- tral governments,the resisting cost of farmers and the violating earnings of local governments should be lowered , in the same time the perfect inspecting procedures should be sot out so as to gasp illegal stuation of the land requisition of local governments and whatg more ,based on violating pobability,the proper pobebility is accepted so as to inpect and resist.
