问责制是现代政府明确责任与改善管理的一种有效制度,也是我国建设服务型政府、责任政府的要旨和实质,同时也是我国政治文明建设中的制度创新环节。问责制在我国还处于起步阶段,在现实政治生活中确实发挥了一定的效用,但在实施过程中还需完善。本文对此作了初步分析并进一步提出完善对策,从而健全政府职责体系,促进责任政府建设。

The system of accountability is an effective system with which the modern government use to definite its responsibility and improve the management.It is also the main theme to build a service-oriented government and responsible government and it is also the main part of the system innovation.The system of accountability is still at an early stage in our country and it plays an important role in politic life,but there is still a long way to go.This article analyzes and put forward the countermeasures to rebuild the service-oriented government and responsible government.
