This research took the state - owned scientific research institutes as research objects and based on the actual datas in 2008 to study their operational efficiency by means of BCC model of DEA. The research had discovered that although the current operational efficiency of state - owned scientific research institutes are already at high level, they still had the big investment redundancy and output gap. Simultaneously,the operational efficiency of different local state - owned scientific research institutes was quite diverfied. In view of this situation - based study, this research had submitted corresponding policy suggestions.
