研究以文献研究、比较研究、调查研究为主要方法,从分析我国体育休闲的性质出发,以我国城市体育休闲服务组织的发展及组织间关系为逻辑主线,以善治理论为研究基础,基于全面、和谐发展、资源互惠共享等理念,提出我国城市体育休闲服务组织体系的构建要以＂以人为本＂,和谐发展为目标,以善治为手段,整合优化休闲资源的配置,以政府为主导,以非营利组织为主体,以产业化为方向,以政策法规制度为保障,强化科学指导、组织共建、平等竞争、联手服务。

With the method of literature review,comparative research and investigation,the paper analyzes the nature of China＇s leisure sport and focuses on the development of the organizations providing the urban leisure sport services and the relationships among these organizations.Based on the theory of good government,the paper reviews the idea of comprehensive and harmonious development and mutual benefit and share of resources to propose that the organization system should focus on people first,aim at harmonious development,adopt good government,integrate and optimize the leisure sport resource,follow the guidance of the government,keep the non-profit nature of the major players,orient at the market operation,enjoy the protection of laws and regulations,emphasize scientific guidance,work jointly,ensure fair play and provide services concertedly.
