可雇佣能力开发是一个系统工程,教育与培训机构在这一能力开发过程中起重要作用。以吉林省建筑行业为例进行问卷调查,构建进城务工青年可雇佣能力指标体系。研究表明,虽然这一群体可雇佣能力与其收入及所持有的培训证书显著相关,但却与教育、培训经历无显著相关关系。因此,我们应更多关注对这一群体的培训过程与培训后续服务的更好衔接,为学员终生可雇佣能力开发提供量身定做的培训方案,并缓解进城务工青年地域转换过程中的心理调适问题;还可通过证书获取解决目前劳动力市场的信息不对称问题。同时,在教育形式和对象上应在细分受众基础上加强专业设置的前瞻性。教育与培训机构应更多实现资源共享。

Employability capacity development is a systematic engineering, education and training institutions in this process play an important role. We take the construction industry in Jilin Province as an example, using a questionnaire survey to build an index system. Studies have shown that, first, although the capacity of this group has a significant correlation with their income and training certificate held by them, but has no signifi- cant correlation with their education and training experience. Therefore, we should pay more attention to the training process of this group follow - up services, thus a proper life - long training is available, and also it can help these youngsters to adjust their psychological status during region conversion. Second, pay more at- tention to help them to obtain certificates to cope with information asymmetries. Third, target students should be subdivide in advance. Last, education and training institutions should be more resource -sharing.
