现行党章虽然是中国共产党历史上最好的一部章程,但一些条文仍存在缺陷：上级党组织可以调动或者指派下级党组织负责人的规定实际上阻碍了党内民主的发展;对党的基层委员会可否设立常务委员会未作规定;未把按期交纳党费明确作为党员的义务;关于派出代表机关、党小组、特定组织等的条文欠缺或表述不够严谨。为强化党章的科学性、规范性,提升党章的权威性,需要对有关条文加以修改与完善。
현행당장수연시중국공산당역사상최호적일부장정,단일사조문잉존재결함：상급당조직가이조동혹자지파하급당조직부책인적규정실제상조애료당내민주적발전;대당적기층위원회가부설립상무위원회미작규정;미파안기교납당비명학작위당원적의무;관우파출대표궤관、당소조、특정조직등적조문흠결혹표술불구엄근。위강화당장적과학성、규범성,제승당장적권위성,수요대유관조문가이수개여완선。
Although the present CPC Constitution is the best edition in the history of CPC,there are problems in some articles. The regulation of an upper organization having the right to transfer or appoint the principal of a lower organization virtually blocks the development of democracy within the Party. There is no regulation on whether the skeleton organization has the right to set up standing committee or not. Timely paying of party-fee is not included in the regulation as a definite obligation of Party members. Regulations on representing apparatus of the Party,Party group,and special organization are in want or ambiguous. In order to reinforce the scientization and standardization of the Party Constitution,and promote its authority,it is necessary to revise and perfect the related articles.
