Since the Sixteenth CPC （the Communist Party of China） National Congress, in the face of the new conditions of the world, China and the CPC, the newly-elected central leadership keep on expanding the opening-up scope, emancipating the mind and deepening the reform, put forward the strategic guiding ideology of the people-oriented scientific development,and thus make a further understanding of the Marxist outlook of interests. In detail, the understanding covers three aspects of taking people＇ s interests as the key of all problem-solving,harmonious interests theory and overall interests theory .
