在纵向一体化的部门内外设置自主或半自主的代理机构承担重要的公共职能，已经成为许多国家的通用做法。本文从政策工具的视角出发，回顾了代理机构出现的原因，并分析其背后的原理、它对政府绩效的影响以及其未来前景。本文认为，现代治理的复杂性和国家职能的不断扩张导致各种代理机构必然要和纵向一体化部门并存于政府领域中，而如何完善这种组织形式是我们目前面临的重大课题。

In recent years, to set up autonomous and semi -autonomous agencies outside of vertically integrated departments has been a common practice in many countries. From an instrumental perspective, this paper examines the general characteristics of a- gencies, analyzes the rationale behind their establishment, the impact of various types of agencies on government perform- ance and the future prospects. The paper argues that ever - expanding functions of governments and complexities of modern governance necessitates the existence of agencies in the public sector, however, this type of organization raises an important question concerning how they should be governed in order to achieve public purposes.
