台湾自实施教科书审定制之后,市场竞争的机制并未如初始的假设一般,为教科书带来质量的大幅提升。固然在物质属性上,审定本教科书皆有长足进步,但就实质内容而言与专业期待仍有所落差。评估教科书的内容质量,可由教材内容是否有助实现课程目标、是否有清晰的教学思维及其创新性三个角度来观察。台湾的教科书由于选用者的专业素养问题、审查过程的干扰因素、作者的专业能力限制、出版社的营利倾向以及缺乏政府在教材研发上的支持,使得教科书质量难以有明显改善。教科书质量的改善涉及诸多复杂因素,并非市场化这一个简单的设计可以解决。欲使教科书从商品化的一端朝向专业化,政府不只防市场之弊,更应致力于教科书的人才培养与基础研究工作。

In Taiwan, since the implementation of the textbook system, the market competition mechanism haven't improved the quality of textbooks significantly as the initial assumption. While the material properties make great progress, the substance distances much from the professional expectation. The quality of textbook content can be evaluated on three points: whether it can help achieve the course objectives, whether the clear thought about teaching and learning is in volved, and whether it is innovative. Due to the professional literacy of textbook selectors, some problems interfering the review process, the authors' professional capacity, the profit intention of publishers, as well as thelack of government support textbook research, the textbook quality of Taiwan has made little progress. The problem of textbook quality is so complex that the simple device of market mechanism can not be resolved. With view to leading textbook development from business toward professionalism, the government should not only prevent disadvantages resulting from" market, but also endeavor to train professionals and support the fundamental textbook research.
