农村集体土地产权是一种包含农户、村级组织、国家等行动者间关系的结构。产权实践是相关行动者建立稳定关系适应所处环境的过程,村级组织有多种权力运作取向。通过建构和维持稳定的产权安排,村级组织可以与农户在一定的情境中形成稳定的互动关系,建构农民稳定的预期并获得信任,从而实现自身对稳定性的追求,但这也导致国家相关制度和政策的文本规定与实践的差异。

Collective land property is a structure involving relations between farmers,the village organization and the state. The property practice is a process in which the related actors establish stable relationship in response to the conditions in which they live. The village organization has many choices of its power operation. By constructing and maintaining the stable arrangement of the collective property,the village organization can establish stable interactive relationship with the famers,construct the farmers＇ stable expectations and gain their trust. And with this,the village organization can fulfill the purpose of pursuing stability. And this also results in the difference between the textual provisions and practices of the relevant institution and policy of the state.
