中国小城镇的历史源远流长,军事、政治、经济都是其产生和发展的重要影响因素。现行行政意义上的镇起源于宋朝,明清时期发展迅速,清末至建国前各政权推出的一系列法规促进了小城镇建制的规范发展。小城镇的全面发展始于新中国的成立,主要分为三个时期：即1949—1978年波动发展时期,小城镇建设处于摸索之中,发展滞缓;1979—1999年迅速恢复、发展时期,改革开放后,小城镇数量快速增长;2000年后小城镇质量全面提升时期,小城镇发展重点由重数量转向重质量。

In the long history of China＇s small towns,military affairs,politics and economics are the important influential factors for their emergence and development.Today＇s administration-sense towns originated in Song Dynasty,and developed rapidly in Ming and Qing Dynasties.The governments launched a series of regulations to promote the normative development of small towns from late Qing Dynasty to the establishment of New China.The comprehensive development of small towns began from the establishment of New China including three stages.The first stage is a period of fluctuations from 1949 to 1978,in which the construction to small towns developed slowly through exploring;the second stage is the period of rapid recovery and development from 1979 to 1999,in which the quantity of small towns increased quickly;the third stage is the period of fully development in an all-round way from 2000 till now,in which the focus of development turns from quantity to quality.
