学术自由与大学自治是大学发展史上永恒的主题,学术自由是来自于学术进步的需要,也是发挥学术社会功能的重要条件。大学教师是大学这个社团的中坚和"主体",是办好一所大学的决定性力量,但在官本位至上,学术至上的原则几近被颠覆的现实之中,教师在学校里成了地位和作用最暧昧、最尴尬的一群。只有切实尊重教师的主体地位,大学才能体现出其不同于"行政事业单位"的精神价值。以学术为本应是高校教师聘任制改革的核心价值取向。

Academic freedom and university autonomy are the eternal themes in the history of university development.Coming from the need of academic progress,academic freedom is also the important condition to play the social function of academy.University teachers,the backbone and subject of the community of a university,are the decisive force in running a university well.while with the reality of official standard first and the fact that the principle of academic first has almost been overthrown,teachers have become the group whose role and position are most ambiguous and awkward in universities.So only the principal position of teachers can be practically respected,the spiritual values of universities which are different from "administrative institutions" can be reflected.And academic-oriented principle should be the core value of the reform for faculty employment-appointment system in universities.
