当前,我国农村的生态环境保护问题已上升到政治议程。然而,长期以来,我国的环境管理重城市和工业,管理对象数量众多、布局分散、组织密度低、管理力量薄弱一直是我国农村生态和环境管理工作面临的瓶颈。近年来,在我国农村快速兴起的农民专业合作社为突破农村生态环境保护的困局提供了新的制度空间。文章从生态现代化和环境新政的理论视角,将农民专业合作社置于正处于转型中的我国农村生态和环境管理格局中,建议政府将农民专业合作社当作开创农村环境新格局的重要合作伙伴。

At present, the rural eco-environmental protection in China has entered the political agenda. However, China＇s environmental management has long focused on its cities and industry while its rural eco-environmental management is poor due to the vast rural area and poor organization. In recent years, the emerging agricultural cooperatives have offered new institutional possibilities for improving the rural eco-environmental management in China. From the perspective of ecological modernization and new environmental protection policies, this paper studies the role of the agricultural cooperatives in the new rural environmental management and concludes that the Government should regard such cooperatives as a key partner in the transitional period for constructing a new eco-environmental management model.
